PM: Issue of homes without NO habitation certificates to be solved

MILLIONS of apartments and villas that do NOT have certificates of habitation will be issued with one under a new government action plan.

Swathes of properties across Didim and Akbuk, which for years have not been properly licensed, have remained unsold for years as the owners haven’t been able to get the official certification of habitation in place.

The countrywide issue presently affects about 12 million properties by Prime Minister Binali Yildirim has said that the ruling AKP party will announce details soon about how they aim to solve the problem.

The initiative is part of a $6 billion package of debt restructuring and social reforms ahead of the snap elections on June 24.

Property, construction and licensing issues will be resolved, he has claimed.

It appears that a record certificate will be given for the unlicensed house and this will be the registration certificate as a title deed.

The cost for the application will be 3 percent registration fee over the land property value sum.

A decision of destruction of buildings receiving registration documents will be stopped.

He said that citizens who have problems with the land registry office will also be resolved and penalties will be cancelled, while electricity, water, natural gas connection will be done immediately.

Media reports suggest that the new campaign will target homes and licenses that are unlicensed or unrecorded before December 31, 2017.

Applications will have to be applied to the Provincial Directorates of Environment and Urban Planning for housing or workplaces. The registration certificate will create a title in the homes.

In the application, details such as the number of apartments belonging to the building and square meter area will need to be given.

The application deadline will be the end of 2018 – but could be extended to the end of 2019.

The registration fee will 3 percent of the total land price and property value.

The registration fee will vary according to each building and structure. However, 3 percent is envisaged to be implemented as a uniform type. Citizens can define each circle as an independent unit.

Prime Minister Yildirim pointed out the problems related to ownership, development and licensing and said: “This is the bleeding scar of our citizens, there is no building, there is no electricity, there is no building ownership.”
